AICTE Revises B.Tech Fee Structure 2022-23, Fixes Minimum-Maximum Fee

AICTE Engineering Fee Structure 2022: In order to prevent the commercialization of technical education in India, the All India Council for Technical Education (AICTE) Panel has proposed a cap on the amount of maximum fee charged by an institute. The committee, chaired by retired Supreme Court judge Justice Srikrishna, has advised that for undergraduate engineering programmes, an institute's annual minimum fee shall not be less than INR 79,600/- and it shall not be more than INR 1,89,000/- per annum. Similarly, for the two-year postgraduate programme, AICTE has set the minimum fee as INR 1,41,000/- and the maximum fee is INR 3,04,000/- per annum.

AICTE's previous report, presented in 2015, suggested that the maximum cost for UG four-year engineering programmes be established at INR 1.44 lakh to INR 1.58 lakh annually. The committee had proposed an upper limit, but there were no minimum fees until this report.

Aside from tuition costs, the council stated that institutions may impose development fees up to 15% of tuition fees. This development fee should cover the development of infrastructure and education, as well as non-recurring spending for significant repairs or replacement of the laboratory equipment, furnishings, and so on.

These proposed criteria, however, it does not apply to schools that do not require or presently have AICTE certification, such as the Indian Institutes of Management (IIMs) or the Indian Institutes of Technology (IITs). This fee structure will be applied to all AICTE-certified technical colleges if authorised by the Indian Ministry of Education and the states.

SC, ST, and EWS Scholarships

While scholarships are available for students from historically marginalised communities such as the Scheduled Castes (SC) and Scheduled Tribes (ST), the AICTE report notes that funds are being released to colleges infrequently with a persistent delay. AICTE advises that the individual state governments establish methods to reimburse the institutions, following verification within three months of the scholarship forms being submitted. It also advises that if fees are not reimbursed by state governments within one academic year, the institutes should be permitted to borrow funds to cover expenditures, particularly salary payments. The committee also proposes that fees should be the same for all students in a class, with no discriminatory fee structure, except for foreign national students and Non-Resident Indians (NRI).
