ATKT Rule Delays Promotion of Final-Year Students in Maharashtra Universities

The ATKT rule, through which students are promoted to the next grades even if they have failed in 1 to 4 subjects, is causing hindrance for the Universities of Maharashtra state to promote the final year students. The ATKT rule is causing problems for the Universities in finding out a way to promote final year students. Due to the Coronavirus crisis which has gripped the entire nation, more so the state of Maharashtra, the Universities have been asked to grade their students on the basis of their past performances but ATKT in one or more subjects in the previous years is creating obstructions.

In all the universities combined in the state of Maharashtra, 1/3rd of the 09 lakh students, who enrolled themselves for the final year, have ATKTs in one or more than one subject. Around 73K students of Mumbai University out of 2.03 lakh final year students have ATKTs.

What Does ATKT Mean?

ATKT stands for Allowed To Keep Terms in which a pre-graduation or graduation student is promoted to the next grade even if the student has backlogs in 1 to 4 subjects. However, for promotion into further grades, the student has to clear all the previous backlogs. Eg - If a first-year undergraduate degree student fails to clear 4 subjects, he/she will be promoted to the second year but have to clear all the four backlogs in the second year to be promoted to the third year. If a student has more than 5 backlogs in a year (at the end of an even semester of a year), then the student has to repeat the year. This system is usually followed by central government engineering institutions.

The state government came out with a resolution on the 19th of June to make exams optional for final year students in all the 11 non-agricultural universities. Written consent was also demanded by the officials from the students regarding their wish to accept grading done on the basis of their previous performances. The Universities in the state were also requested to not conduct the final year exams.

A meeting is due in the next two to three days between the vice-chancellors and the education minister Uday Samant in which a final decision will be arrived at.

The Universities have been given complete freedom regarding how they want to calculate the grades of the final year students. However, the state yet is to make a decision regarding the ATKT students. Also, Sudhakar Tamboli, a senate member, met the vice-chancellor regarding new academic session commencement.
