<p>Around 6,000 seats in different BEd colleges including those affiliated to Bilaspur University Chhattisgarh remained vacant for this academic session even after the third round of counseling due to which these colleges are facing uncertain future.
The major causes for the this situation is the two-year term of BEd course instead of one, abolition of mandatory recruitment of teachers, undecided fee structure, lack of proper facilities and resources in these colleges and mandatory 50% marks in under-graduate courses and post graduate courses etc. to name a few.
Around 20 colleges have 80% vacant seats. There are 38 BEd colleges affiliated to Bilashpur University. While the counseling process for the academic session of 2015-17 of these colleges finished on last 3rd September.
The management of these colleges facing tough time. They have only two options- either they go for facilities while upgrading the resources or closed down the colleges for this academic session.
Most of the BEd colleges have been functioning on no profit, no loss basis. These BEd colleges were given a quota of 50 seats and they were charging a fee of Rs 32,000 per student. Thus, they used to collect Rs 16 lakh every year. However, as per new rules these colleges can give admission to 100 students, but before that they are required to show all facilities on record.
While they are also required to have a strength of 16 teaching and eight non-teaching staff. Since these colleges are neither getting required number of seats filled nor do they foresee profit anymore, they are facing tough time.
It is to be noted that NCTE, had promulgated guidelines for all BEd colleges across country in 2014. As per the new guidelines, BEd course has been extended to two years from earlier one year. The colleges are also required to have 15 professors, besides a principal and at least eight non-teaching employees. The employees will have to be paid at par with the sixth pay commission being paid to state government employees and had given deadline of October 31, 2015, for creating proper infrastructure and facilities.
Education expert feels that guidelines of NCTE are just and are aimed at quality education as of late quality of BEd education deteriorated in the country. Lack of teachers, no adequate staff and running in ranted accommodation, no salary in times etc. are some of the problems of these colleges have been facing.
