Complete Autonomy for IITs in the Offing

After making a proposal for granting autonomy to Indian Institutes of Management (IIMs), the government of India is planning to grant complete autonomy to Indian Institutes of Technology (IITs). IITs will get autonomy to decide their fee structure and appointments. If the IITs are given complete autonomy, the older IITs will witness an increase in fee while the newer IITs may charge minimal fees.

On the other hand, the autonomy that IITs will get is entirely different from that of IIMs. Usually, IIMs offer postgraduate programmes, and IITs offer UG programmes. All IITs demanded autonomy in a recently held IIT Council meet in Mumbai. HRD Minister Prakash Javadekar chaired the meeting. According to sources, the minister responded positively to the demand made by IITs.

Even though IITs are independent institutions, they mostly depend on IIT Council and HRD Ministry on various aspects. These premier technical institutes do not have autonomy to decide the fee structure and have no role in the appointment of directors. Only the HRD Ministry and IIT Council have the authority to deal with the appointment of directors and deciding fee structure. The situation has been becoming difficult for both the ministry and the IITs. Therefore, the ministry is in plans to provide complete autonomy to IITs.

Soon, IIMs will award degrees instead of diplomas. The Union Cabinet approved IIM Bill that has granted it statutory powers.

The centre is planning to give more autonomy to top performing institutes in India. The government also framed out certain guidelines to grant autonomy to higher educational institutes.
