Degree Lecturers of Andhra Pradesh Demand UGC Scales
Government Colleges Gazetted Teachers Association or GCGTA demanded a UGC pay scale for the lecturers who were promoted as Degree Lecturers (DLs) from Junior Lecturers (JLs) in the years between 2010 and 2013.
The lecturers who are working in various government degree colleges across the state are demanding UGC pay scale. Government Colleges Gazetted Teachers Association or GCGTA demanded a UGC pay scale for the lecturers who were promoted as Degree Lecturers (DLs) from Junior Lecturers (JLs) in the years between 2010 and 2013.
Secretary of GCGTA, Uma Rani, pointed that around 4000 JLs were promoted as DLs in the above-mentioned timespan. However, these lecturers are receiving the salary as per state pay scale instead of UGC pay scale. Earlier, the government of Andhra Pradesh prepared a fitment formula through which the pay scale will be converted into central pay scale for the lecturers who were promoted as DLs.

After the bifurcation of Andhra Pradesh in the year 2014, the government of Telangana issued GO Ms No.1 through which the state government has increased the payment for DLs. Whereas, the Government of Andhra Pradesh issued GO Ms No.2 which neither solved the problems of DLs nor witnessed a hike in the salary of DLs. Most of these DLs are receiving less pay compared to DLs in Telangana. Therefore they are demanding UGC pay scale to be implemented as early as possible.

Currently, the government of Andhra Pradesh is planning to promote 119 Junior Lecturers or JLs and few librarians as Degree Lecturers or DLs, and these lecturers are not showing any interest to get promotion due to GO Ms No. 2 issued by the government in 2014.
The number of students in the government degree colleges has been decreasing year by year. Most of the colleges depend on contract faculty, and the government is not taking immediate steps for the recruitment of JLs and DLs. The government planned to issue a notification for the recruitment of JLs in December 2016 and later postponed the idea.
