According to Section 5 & sub-section 2 of the DU Act, no other university in Delhi is authorised to give affiliation to any college, and it is legally prohibited.

Atishi Marlena advisor to Deputy Chief Minister revealed that if Parliament makes an amendment to Section 5 & subsection 2 of DU Act,1922, universities other than DU can grant affiliation to colleges. Currently, around 63 colleges affiliated to Delhi University of which Government of Delhi funds 28 colleges. The Assembly passed both the resolutions through the voice vote. Mr. Manish Sisoda indicated that if the Delhi University is unable to give 85% reservation to the local students, it could give a relaxation of 5 – 10% in the cut-off marks. He clarified that the Delhi government is not promoting regionalism through this demand.
