On Tuesday 4th September 2019, the Cheif Minister of Delhi, Mr Arvind Kejriwal announced a huge rise in the Jai Bheem Scheme under which, financial help is given to Delhi EWS students. The raise in the scheme as announced by the government is now set at 1,00,000 rupees from the previous 40,000 rupees. The Delhi government led by the CM Arvind Kejriwal has decided to include OBC (Other Backward Class) Students in the ‘Jai Bheem Mukhyamantri Yojna Scheme’ for economically backward sections.

In a press conference held on the same day, Mr Kejriwal informed the reporter and journalists that the revised policy of the scheme has decided to take the OBC category students on board which was only for the SC (Scheduled Caste) Students. The chief minister announced that the full 1 lakh fund to be given for Civil Service aspirants for the coaching of 12 months.

With the announcement, it has also been made clear that there are some guidelines and criteria for being eligible for the scheme. The guidelines cite that the students have to be from Delhi and has completed 10th and 12th level studies from a school in Delhi. The Cheif Minister informed that only the candidates who have less than 8 lakh of family income per annum will be considered eligible for the scheme. The announcement has come one-year prior to the Delhi Assembly Elections 2020.

Even in the last week, the Aam Aadmi Party announced that it will fund higher studies of 100 Dalit Students. Mr. Rajendra Pal Gautam, the SC/ST Minister of Delhi has said that under this scheme, Dalit Students taking up M.Phill, LL.M, M.Tech and Ph.D in foreign universities will be funded. Only the students whose family income is less than 8 Lakhs per annum will be eligible to register for the scheme.

With these highly people-oriented moves regarding education, the Delhi Government is trying to uphold its image of being an appreciator of higher education as suggested by the political experts. However, the students will expectedly be happy with the new amendments.

In the academic year of 2018-2019, a total of 4,953 students had availed coaching from 8 recognised institutes under the JBMPVY Scheme. The beneficiaries included 3,100 SSC Candidates and 945 UPSC aspirants along with engineering and medical aspirants who were 47 and 58 each in total, out of this 13 and 22 students respectively qualified JEE Main and cleared NEET.

The Delhi Government Previously announced the increased amount of the Jai Bheem Schhe to be 1.5 Lakh rupees and promised that after the limit of the aid reaches 1,50,000 rupees with due approval of the Cabinet from the previous 40,000 rs, the UPSC aspirants will get 1.5 lakh rupees, on the other hand, engineering and medical aspirants will get the maximum of 1 lakh rupees aid as tuition fees in coaching centres. Beneficiaries of the scheme are also paid a stipend of 2.5 thousand rupees each. Not only the UPSC, JEE and NEET, the committee will also sanction 50,000 and 25,000 rupees for Bank PO and SSC Aspirants Respectively. The SSC and Bank PO candidates are also under the stipend scheme of the same amount as mentioned before. Though the government only increased the amount to 1 lakh, and full 1 lakh will be given to UPSC Aspirants, there are no notice currently about the revised fund grant for JEE and NEET aspirants.

The minister added that many institutes were not showing interest previously as 40,000 rupees for 4 months of coaching were reportedly very short for these kinds of examinations, thus, the decision came to increase the amount and as well as the duration.
