Nagpur bench of Bombay High Court has allowed the four doctors who obtained their medical degrees from universities in China and Russia to apply for post-graduation medical courses.

Earlier, in-service candidates who have worked at least 3 years in government-run healthcare services in hilly and remote areas (for 3 years) and took a NEET PG test were not allowed to register for CET and were barred from seeking admission.

However, the Nagpur Bench of Bombay High Court stated that the in-service candidates can apply for the PG medical courses. SM Modak and RK Deshpande have directed the state to process the application of four candidates on a provisional basis.

A GR issued in 2011 allows in-service medical doctors with foreign degrees to apply for PG courses in India. However, new admissions rule that came out in February overruled the GR and barred the candidates who have foreign degrees to apply for PG courses in India. According to the CET cell brochure, candidates who have an MBBS degree from a foreign university are not eligible to be a part of NEET-PG 2019 application process.

Anand Rayate, CET Cell Commissioner informed that the online registration process for PG medical courses is over. However, the cell has manually registered the four candidates as per the Bombay High Court's order. The cell has notified the state government and ARA regarding the issue.
