DU Colleges have No Authority to Hire without Forming Governing Body: Delhi Government

  • The Government of Delhi funds 28 colleges of Delhi University, out of which 12 colleges get full grant.

The Government of Delhi has written to the University of Delhi asking them to initiate the process of notification of governing body and to start the appointment of staff in 28 DU government-funded colleges. The colleges must start the hiring process only after constituting a new governing body.

The government has also cautioned the varsity that if the direction is not compiled as early as possible, the government will withhold all the grants-in-aid to these colleges. Director of Higher Education, Garima Gupta sent a letter to the University of Delhi on the same on June 8, 2017. The letter indicated that the government-funded colleges are in the process of recruiting new staff that has been viewed adversely by the Deputy Chief Minister of the state.

The letter also stated that carrying out any further appointments would lead to allegations of ‘misuse of truncated governing bodies’. Therefore, the colleges have to carry out the recruitment process of new staff only after reconstituting the governing body. On the other hand, the colleges have initiated the recruitment process as per the directions of the University of Delhi. The Government of Delhi funds 28 colleges of Delhi University, out of which 12 colleges are fully funded. The government funds only 5% to the other 16 colleges, and 95% grant is given by the University Grants Commission.

Maharaja Agrasen College and Deen Dayal Upadhyaya College are some of the colleges that are being funded by the government. Shaheed Bhagat Singh College, Kalindi College and Kamala Nehru College are some of the colleges funded (95%) by the University Grants Commission.

The Governing Body at the colleges funded by the Government of Delhi consists of 15 members. Among 15 members, the government nominates five members and DU nominates five members. The term of governing bodies of these colleges ended six months back. Usually, the varsity constitutes a panel to prepare the list of members for governing body and forwards it to the government.

The government made the selection and sent the final list of Delhi University. However, the varsity returned the list and asked the government to send the same in the prescribed format. The government sent the list in the prescribed format, but the varsity has still not released the notification. The letter pointed that the varsity has been delaying the process, and the officials were not reachable to comment on the issue.
