DU has come up with a fresh circular which states that the students of Delhi University (DU) colleges will have to pass a Compulsory Test in Hindi (CTH) to get their graduation degrees. If the students have not studied the language till Class 8, they will have to take the exam, the circular said.

The academic council had earlier cleared the test in July last. Now the Hindi department has asked all DU college principals to identify non-Hindi speaking students and commence the course for the exam.

In fact, Hindi was not compulsory in the Choice-Based Credit System (CBCS) that was implemented last year.

Now the academic council of DU has made changes to the CBCS syllabus to make sure students graduating from DU know basic Hindi.

The Hindi test may lead a controversy as hundreds of students in DU colleges come from non-Hindi speaking states. In those states, Hindi language is not compulsory in the school curriculum. Students hailing from the Northeast threatened to launch a stir if Compulsory Test in Hindi (CTH) exam is introduced.

A student from North-East Forum for International Solidarity (NEFIS) said that this is a disgraceful attempt to discriminate students. The move would cause a lot of hardship to students from non-Hindi speaking areas.

When DU introduced Hindi in 2013 as a compulsory modern Indian language, students from the northeastern states had strongly protested. However, the college principals said the circular came from the Hindi department. It is not from the university administration.

Manoj Sinha, the principal of Aryabhatta College said that Hindi Department has written to them many times asking to introduce this system. But until and unless they get directions from the registrar, they will not implement it.
