Funding, Progress of Projects to be Traced by MHRD’s New App
The HRD Ministry is planning to launch a 'Fund and reform' tracker. This tracker will enable higher education stakeholders and institutional leaders to track the progress of RUSA projects.
The HRD Ministry is planning to launch a 'Fund and reform' tracker. This tracker will enable higher education stakeholders and institutional leaders to track the progress of projects that fall under the Rashtriya Uchchatar Shiksha Abhiyan (RUSA) initiative.
The Ministry has also signed a MoU with ISRO in this regard. ISRO will assist the ministry in geo-tracking the RUSA projects.
Launching the new app, HRD Minister Prakash Javadekar said that the aim of the application is to develop a report of the state’s higher education policies, practices and plans. He added that the app will be able to create an equilibrium between time and technology. It is supposed to encourage stakeholders to be fully involved in the academic activities.
The minister also informed that the central government, institution leaders and state higher education stakeholders will be able to access the app. The access will be customised according to the user’s role and functionality, Javadekar added.

RUSA was started by the HRD Ministry as a centrally sponsored scheme (CSS) to offer central funding to various higher education institutes and departments. RUSA is aimed to help institutes achieve broad objectives of equity, access and excellence.
The app will be used to get data related to funds allocation according to the Project Approval Board, fund installments released by the Centre and the state, key projects of different institutes, vendors appointed along with photographs of different phases of development as per the payments made.

Every initiative will be given a unique ID number in order to trace the progress and entire journey of the project. An overall picture of the initiative and its impact will be presented on the dashboard. Granular details of the funds will also be provided to the stakeholders for better analysis.
