Government Launches 4-Year Integrated Teacher Education Programne

An Integrated Teacher Education Programme (ITEP) has been launched by the Central Government of India. Other initiatives taken by the government for improving the quality of education in the country have also been mentioned here.

The union minister of HRD (Human Resource Department) Mr Ramesh Pokhrial Nishank has announced rolling out of B.Ed+M.Ed integrated course which was not there previously. Mr Nishank has given the course a green signal and expressed that this will be convenient for the M.Ed aspirants by reducing their study duration by a year. This will benefit the candidates who want to pursue the teaching profession as a career.

Nishank said the media that previously, doing B.Ed and M.Ed separately used to take 5 years. But now it will come down to 4 years. He informed that notifications are already sent regarding this to the concerning educational bodies.

Applications for the Integrated Teacher Education Programme have been invited since 3rd June 2019. The programme will be conducted in all the states and territories via the National Institute of Educational Planning and Administration (NIEPA) and the National Council of Educational Research and Training (NCERT).

Initiatives Taken by the Central Government for Improving the Quality of Education

The Central Government has introduced an Integrated Scheme for School Education called ‘Samagra Shiksha’ from the session of 2018-2019. It comprises the following erstwhile centrally sponsored schemes:

  • Rashtriya Madhyamik Shiksha Abhiyan (RMSA)
  • Sarva Shiksha Abhiyan (SSA)
  • Teacher Education (TE)

Under the scheme of Samagra Shiksha, all states and union territories are given funds for various interventions in order to improve the quality of education like training of teachers, principals and headmasters, provision of library grants to schools, remedial teaching for students who are academically weaker, strengthening of teacher education institutions, digital and ICT initiative, Padhe Bharat Badhe Bharat, Rashtriya Avishkar Abhiyan, etc.

  • For focusing on quality education, the central rules to the RTE Act (the Right of Children to Free and Compulsory Education Act) have been amended to incorporate a reference of subject-wise, class-wise learning outcomes for all the elementary classes. A National Achievement Survey was conducted by NCERT under which the evaluation of learning outcomes of children was done. They were evaluated through a district-level sampling and gaps were also identified.
  • The Government of India will also be participating in the Programme for International Students Assessment (PISA). It will be conducted in the year 2021 by the Organization for Economic Cooperation and Development (OECD).
  • Shagunotsav, a Census-based audit, has been approved for being conducted at all government and government-aided schools in all the states and union territories of the country. Further, approval has been given to conduct a School-Based Assessment (SBA) in 2019-2020 of all students of the elementary stage for evaluating learning outcomes.
  • Until now, 9,58,513 teachers have already completed their training successfully through the online course of D.El.Ed. that commenced from 3rd October 2017.
  • The Ministry of Human Resource Development has designed about 70 indicators based matrix PGI (Performance Grading Index) for grading the states and union territories. For the collection of accurate data timely, and Educational Management Information System which is called UDISE+ (UDISE plus) has also been launched in 2018-2019.
  • The setting up of youth and eco-clubs in all the government schools of the country has been approved in 2019-2020. Rangotsav was organised in 2018-2019 in schools so that the students can celebrate and experience the rich cultural diversity of India.
