Government to Implement Performance-Linked Funding for Central Universities Soon

The Government of India is planning to implement performance-linked funding for central universities with an objective to make these institutes more accountable. The performance parameters for the same are under consideration, and some of these parameters include revenue generation, placement percentage and quality of education.
For implementing the performance-linked funding, the Union government is expected to sign an agreement with all the 43 central universities across the country. The union government will further monitor the performance of all the universities from time to time.
According to sources, all the central universities must ensure that the fee or user charges collected for its various courses recover the maximum cost of offering services. Recently, the Ministry of Human Resource and Development has highlighted the pointed that the education fees in central universities were minimal.

HRD Minister Prakash Javadekar pointed that the central universities are teaching at Rs. 15 per month whereas the total cost is Rs. 20,000 per month. Students pursuing various courses in the central universities are indebted to the people of the nation, indicated by Prakash Javadekar.
An official associated with one of the central universities in India explained that the performance-linked funding must also focus on other parameters like research and research income, teaching and placement percentage.
The performance evaluation of the central universities will happen every quarter, and these universities have to undertake certain activities for achieving a prescribed level of performance. A joint review will be carried out within 90 days of completion of the financial year by HRD Ministry, University Grants Commission (UGC) and respective central university.

The performance-linked funding will encourage the central universities to provide the best learning experience to students with more emphasis on interactive teaching-learning and placements.
A professor from a renowned central university pointed that the government can implement performance-linked funding only after filling the vacant teaching posts in all the central universities.
Every year, the government spends over Rs. 250 crores to Rs. 300 crore on each of the 43 central universities.
