Govt. Working Towards Turning ‘Brain Drain’ to ‘Brain Gain’: Prakash Javadekar

Prakash Javadekar, Minister of Human Resource and Development indicated that the government was committed to regulate brain drain of research scholars and transform it into brain gain. He further pointed that many research scholars prefer to go abroad due to better facilities and infrastructure. It is time for the government to provide funding for research and improving facilities in Indian universities and institutes. Recently, the government has constituted a Higher Education Finance Agency (HEFA) to provide interest-free loans to Indian institutes for improving laboratories and research facilities.

Javadekar further explained that every research scholar would be given stipends between Rs. 75,000 to Rs. 1,00,000 per month under Prime Minister Scholarship scheme. Currently, many research students are working on customised requirements of industry under ‘Rashtriya Uchchatar Abhishkar Yojana’ (RUSA). RUSA provides Rs. 20 crore to Indian varsities and Rs. 2 crores to rural colleges for upgrading their infrastructure.

Giving details about the scheme ‘Tequip’, Javadekar explained that the scheme aims to develop technical education infrastructure with special emphasis on the institutes of Northeast and East. Currently, the scheme is in the third phase of implementation. Uplifting the technical institutes by developing infrastructure and other facilities will improve the quality of technical education.
Recently, Javadekar also announced that the government would offer around 2,000 Massive Online and Open Courses (MOOCs) under SWAYAM platform of which about 300 are active. These facilitate ATL, i.e., Any Time Learning according to the feasibility of the candidates.
