Mr. Singh explained that the idea of student survey came into discussion at a meeting that was held on April 25, 2017. During the meeting, Mr. Prakash Javadekar, HRD Minister clarified that the evaluation of institutes will be made robust. The ministry is also favouring the third-party validation of the data that is provided by the colleges and universities for accreditation and evaluation.

One of the officials of HRD Ministry revealed that the students would be surveyed with respect to their satisfaction on the infrastructure of an institute, qualification of teachers and their domain expertise, learning environment, quality of teaching and placements.

According to sources, the student survey is expected to begin from July and it will be carried out in two phases. During the first phase, the HRD Ministry will survey the list of students provided by the educational institutions. In the second phase, an expert team will survey the students randomly and the identity of these students will be kept a secret.

Around 10% students from each institution will be surveyed and the expert team will mostly choose graduating students to evaluate their institution on a five-point scale. The students can also give suggestions for the improvement of the institute.
