IIMs Urge Centre to Exempt them From Faculty Quota
The Central Government has indicated that the IIMs may no longer be excused from reserving faculty positions for ST, SC, and OBC candidates. IIMs have responded with a request to exempt them from the reservation quotas.
The Human Resources Development Ministry is keen that all the Indian Institutes of Management (IIMs) meet their constitutional obligation and ensure social equity in the recruitment of teachers, revealed a source from the ministry. HRD Ministry directed all the IIMs to reserve faculty posts for candidates from the reserved category (SC/ ST/ OBCs/ EWS).

After the Central Government urged all Indian Institutes of Management to implement the faculty quota, IIMs have responded with a request to exempt the institutions from enforcing the faculty reservation quota. Recently, IIMs had mutually approached the Centre to request for exemption. In the last week of December 2019, 20 IIMs had approached the HRD Ministry to grant them the "Institute of Excellence" tag. As per the Reservation in Teachers Cadre Act 2019, under section 4, Institutes of Excellence, Institutions of National and Strategic Importance and Research Institutions are all exempted to provide reservation quota during its faculty recruitment sessions.
As per the data maintained by the HRD Ministry, the Institutes claim that the recruitment process of faculty have been equal and fair, and have been actively working toward employing teachers from the disadvantaged sections of society. The institutes have further stated that the implementation of faculty quota does not assist in their efforts in competing globally. Current data from the Ministry reveals that nearly 90% of the faculty recruited at IIMs, belong from the General Category.
The issue to implement faculty quota in IIMs has been going on for many years. At present, IIMs do not reserve 15% of the faculty posts for the candidates from SC- 7.5%, ST- 27% and candidates from OBC and EWS 10% in the general category.

The latest MHRD order states that IIMs now have to come up with reservation rosters and all the future recruitment in the institutes will be done on the basis of the respective roster only.

IIMs were not providing any reservation to date but they have claimed to make positive changes for the candidates belonging to economically and socially weaker sections. According to the HRD Ministry, 90% of the current faculty members in all the IIMs are from the general category. The government in the past asked IIMs to adopt reservations in faculty posts. However, it never issued a directive in the matter before.
