IIM Bill Draft: No Provision for President to be a Visitor to IIMs
According to sources, the HRD Ministry has clarified that the law ministry did not raise an objection, however, an inquiry. As of now, everything has been sorted out.
The Ministry of Human Resource and Development (HRD) is probably going to place the proposed draft of the IIM Bill in the current Parliament session, now that it has got the law ministry’s approval.
Sources reveal the law ministry had scrutinized the absence of a reference to the "visitor, i.e., President" from the draft bill. On the other hand, the HRD Ministry cleared the fact that IIMs, in the final shape, won't have the President as their visitor. It implies that the President will not have the power to audit the working of IIMs or order a probe.

All important government-funded institutions which include IITs and central universities will have the President of India as their visitor.

The proposed bill will be put before the Cabinet for its approval ahead of being tabled in Parliament. The Bill will permit premier management institutions to give away degrees rather than post-graduate diplomas. Sources revealed that the ministry is likely to table the Bill after the first week of December.

The President has the power to make appointments to all centrally financed institutions. He is additionally empowered to hold an investigation into the working of an institute or its head.
The draft bill also enables the nation's 20 IIMs to choose directors of their own. The HRD Ministry wants to give more autonomy to IIMs and hence the Board of Governors (BOGs) will have the power to appoint the director.
