IIM Bill Over Autonomy Delayed again
The bill is likely to be introduced in the parliament in the Monsson Session.
The IIM Bill over the autonomy has been delayed again as the Project management office (PMO) is not in the favour of HRD Ministry being ex-officio head of IIMs. The HRD ministry did not agree with PMO and argued that it has been worked out with IITs. PMO opined that IITs and IIMs are different. The PMO has been in the idea of appointing an expert as an ex-officio head rather than HRD Ministry.
The PMO has mainly four problematic issues regarding the bill. They are:-
- The president has conferred with the power of visiting IIMs and review their functioning.
- The HRD Ministry as the ex-officio head for IIMs.
- Regarding the Composition of IIM boards.
- IIMs have the freedom change its rules and regulations rather than approaching government.
The PMO has resolved the issues related to 1st and 4th issues. There is no certainty regarding the 2nd and 3rd issues. HRD Ministry argues that the IIM board must comprise of 3 alumni among the 14 members and PMO is arguing to have 5 out of 14 members as alumni. The IIM bill is expected to be introduced in the parliament during the Monsoon Session.
