385 ITIs Fail to Comply with Norms, Face De-Affiliation

A total number of 385 Industrial Training Institutes (ITIs) faced de-affiliation as they failed to comply with the norms of the National Council for Vocational training (NCVT). The Directorate General of Training has taken a decision in this regard. According to the existing de-affiliation procedure, Directorate General of Training processed all these 385 institutes for de-affiliation. Minister of State for Skill Development and Entrepreneurship, Mr. Ananthkumar Hegde gave clarification in this regard through a written reply in Rajya Sabha.

Majority of ITIs that were de-affiliated by the government belong to the following states: -

• Kerala
• Tamil Nadu
• Karnataka
• Madhya Pradesh
• Odisha
• Rajasthan
• Punjab

In October 2017, Joint Secretary to Minister of Skill Development and Entrepreneurship, Mr. Rajesh Agarwal revealed that the government had taken the decision to de-affiliate 400 ITIs for evading norms. The orders for de-affiliation were issued only after conducting inspections in these institutes. These institutes failed to maintain quality faculty, infrastructure and other norms prescribed by NCVT. The central government is aiming to improve the quality of ITIs, he added.

Recently, the central government announced that it would invest Rs. 6,000 crore for improving the standards and quality of ITIs. The top-performing ITIs will be able to get latest infrastructure and adequate resources to deliver quality education.

Many government ITIs in the country are in poor condition. These institutes need complete revamp to attract more students and deliver skill-based quality education. Currently, there are close to 13,000 ITIs across the country.
