ITIs Granted Permission Despite Poor Infrastructure: Parliamentary Panel
- Most of the ITIs lack basic infrastructure and facilities that are mandatory for imparting training under Skill India initiative.
- Many of these ITIs do not have a finished building or permanent campus.
A parliamentary panel report clearly indicated that thousands of Industrial Training Institutes (ITIs) across the country were given the approval to provide training under ‘Skill India’ programme. However, most of these ITIs lack basic infrastructure and facilities that are mandatory for providing critical training under Skill India initiative.
Depicting the irregularities in the functioning of ITIs, the parliamentary panel explained that: -
- In many regions across the country, two ITIs are functioning/ operating from the same address.
- Most of the ITIs do not have finished building or permanent campus.
- ITIs lack basic machinery and equipment that are mandatory to impart practical training.
- The trainees from these ITIs have a poor level of skills. These trainees are not industry-fit.
- Quality Council of India (QCI), that was set up for accrediting ITIs, has not followed the right procedure for granting accreditation to these institutes.
- Most of the ITIs accredited by QCI are not functioning in the properly.
- The parliament panel sought appropriate action against QCI.

Currently, there are a total number of 13,353 ITIs in India. Out of them, 11,201 are private and 2,152 are government ITIs. These institutes are imparting technical training to 21.94 lakh students every year.
According to the observation made by the parliamentary panel, a total number of 6,624 ITIs were set up during 1950-2012. Surprisingly, QCI accredited 6,729 ITIs in just four years (2012-16). The policy of QCI in accrediting ITIs is a major concern on the quality of education.
