No Blocking of Engineering and Medical Seats: KEA
New rules and regulations on the way to prevent the seat from blocking scams in engineering and medical colleges. Seat Cancellation to be allowed only before the mop-up round.
To prevent the seat blocking scam, the Karnataka Examination Authority (KEA) will start implementing strict rules and regulations in the coming weeks. A proposal regarding the same has been sent to the State Government by the Higher Education and Medical Education Department senior officials. The rules and regulations will be added in this year’s counselling guidance by the KEA. An FIR will be lodged against the “Seat Scam Criminals” added the sources.
Those candidates who are reappearing for NEET while already enrolled in a college pursuing their medical study will also fall under the category of “Seat Scammers”. FIRs will be lodged against such candidates and their documents will be confiscated by the KEA. Amendments in the Karnataka Professional Educational Institutions (Regulation of Admissions and Determination of Fee) Act 2006 will also be made with the help of Higher Education and Medical Education Departement officers.

According to a senior official, KEA will, from now onwards, be responsible for the complete seat allotment and counselling process. It implies that after the conclusion of the mop-up round, seat cancellation will not be allowed henceforth. This move is in stark contrast with the one prevalent where the colleges fill the rest of the seats after the conclusion of the mop-up round. It is expected to solve the issue of seat-blocking to its maximum extent. The students will be penalised with their complete course fee if they cancel their seat after the mop-up round under the new rule.

A proposal regarding the same will be sent to the Central Government seeking their support in making a unified law for the counselling process.
