List of 11 Non-Performing Universities Released by HRD
The Human Resource Development Ministry has urged UGC or University Grants Commission to conduct an audit to review each university’s performance.
11 central universities have been identified by the HRD Ministry as 'underperforming' in the recent years. Therefore, the Ministry has urged UGC or University Grants Commission to conduct an audit to review each university’s performance. Their performance will be judged on the basis of the quality of the academic activities carried out and the importance given to research and development initiatives there.
The list of these universities is as follows:
- Allahabad University
- Aligarh Muslim University
- Central University of Jammu
- Tripura University
- Pondicherry University
- Central University of Jharkhand
- Central University of Rajasthan
- Hemwati Nandan Bahuguna Garhwal University
- Babasaheb Bhimrao Ambedkar University of Lucknow
- Mahatma Gandhi Antarashtriya Hindi Vishwavidyala
- Dr. Hari Singh Gour University of Sagar

In order to conduct this audit in an unbiased and transparent way, a committee comprising of three members has been constituted.
The committee will take into account the following factors in order to evaluate these non-performing institutes:
- Results/marks secured by students
- Quality of research activities and corresponding outputs
- Placement trends and records
- Frequency of review of courses
- Introduction of new courses
- Relevancy of current campus research
Overall, the agenda is to identify and conclude whether or not the ROI or return on investment for these universities is justified and also to find out if the students are getting the kind of education they wish to by joining these universities in the first place.

The audit will be conducted by UGC later this month or in April 2017. Additionally, if more universities are identified as the ‘non-performing’ ones, the audit process will be extended.
