Mishra said the provision relating to obtaining previous approval of the Central Government, which is applicable for policy regulations and administration, cannot be applied to academic resolutions.
He also said that in the context of the globalization there should be a national curriculum. We should structure and ensure that the national requirement and national perspective should get importance.
A national curriculum and the parameters set out by the first National Education Commission is the need of the time. The bottlenecks in policy formulation have to be removed, he said.

Mishra further pointed out that there was nobody for accreditation of medical educational institutions on a par with the technical institutions. MCI Act is only for recognition of medical institutions.
UGC Act excludes medical education for offering any grants. There should be a nodal body for giving accreditation to institutes offering medical education, so that it ensures parity in higher education and availability of grants, added Mishra.
Any legislation must be of help to higher education especially medical institutions. The National Medical Commission Bill is in the public domain. It mentions five objectives that seek to substitute the objectives of the Medical Council of India.
