As the state has opted out of the 15% all India seats quota in medical as well as dental colleges, those students who have studied in the state will not be eligible for admission against these seats. But students hailing from Jammu and Kashmir who have completed their schooling outside the state can apply for admission through the 15% all-India quota as they and not eligible for admission in the state now.
By signing the declaration, the students have agreed to apply for the all-India quota rather than benefit from state quota that offers better chances of admission.
The students said they had approached Nayeem Akhtar, the state Education Minister as well as chairman of the Jammu and Kashmir Board of Professional Entrance Examinations (BOPEE) asking them to cancel the declaration.
Another student said that by signing this declaration they neither they are eligible for admission to state colleges nor the 15% all India quota. Also by signing the declaration, they will now be liable for prosecution as mentioned in the form.
