Niti Aayog has proposed for a pan-India examination to select cadre for the lower judiciary. According to Niti Aayog, it will attract young and bright law graduates and will also enhance the efficiency and accountability in the governance system.

NITI Aayog which is popularly known as National Institution for Transforming India is a policy thinking tank of the Govt. of India. NITI Aayog has also come up with new defining objectives for 2022-23.

The National Institution for Transforming India suggested that a national-level judicial services examination should be set up on a ranking basis which will help in maintaining the standards in the judiciary and the posts are taken by bright law graduates. The selection process may be entrusted by the UPSC for the posts of lower judiciary judges such as legal advisors, legal draftsmen, prosecutors among others.

The official report of NITI Aayog claimed that the introduction of an all-India judicial services examination will attract meritorious law aspirants and will help increase the efficiency and accountability.

NITI Ayog was established in the year 2015. It was an initiative of the NDA government to replace the Planning Commission of India which followed a top-down model. NITI Ayog uses a top-bottom approach unlike the top-down model and has a 15-year roadmap to achieve sustainable development goals by making reforms in the economic and political policies of the country.
