Odisha Higher Education Minister Proposes “Give Back to Roots” Programme For Funding

The Odisha Higher Education Minister has proposed a give back to roots programme to facilitate funding for higher education institutes. In a meeting conducted on 21st September 2019, many education ministers came forwards raising similar issues of funding in the education sector.

In a Central Advisory Board of Education (CABE) meeting that had been held on 21st September 2019 in New Delhi, Arun Kumar Sahoo, the Odisha Higher Education Minister proposed a “give back to roots” programme. Sources state that the programme will be held for producing funds for educational institutes.

The Higher Education Minister also stated that there has been a need for a better financial plan and funding for the implementation of the new education policy in the state. The Higher Education Ministers from the other states of India also backed the Odisha Minister in his requests for better funding in the education sector.

At the Central Advisory Board of Education meeting, the new education policy was the topic of concern. A draft of the policy had been developed by a team led by ex-ISRO Chief K Kasturirangan. This draft had been put forward to the MHRD Minister Ramesh Pokhriyal Nishank at the time of his appointment.

Samir Ranjan Das, the School and Mass Education Minister of Odisha, also pressed on pre-primary education. He stated that there is a dearth in funding and a suitable allotment of funds is needed for better integration of the new education policy. He added that certain initiatives that promote pre-primary education and Anganwadi workers are beneficial, however, the implementation of the policy will not be possible without funding from the Centre.

The Delhi Education Minister, Manish Sisodia spoke on funding issue in school education, stating that the Indian education system is “highly regulated but poorly funded”. He further added that the new education policy is a “wishful draft”, however, the process and method of implementation of the education policy have not been mentioned.
