Performance Review for Central Universities to Decide Funding Extent: HRD Ministry
The MHRD has asked all the central universities of the country to provide data on certain parameters on the basis of which the funds will be allocated to each. All central universities have signed a MoU in this regard except University of Delhi. Read more below.
As per an announcement made by HRD Minister, Prakash Javadekar, all the central universities will have to undergo a performance review which will be conducted by the Ministry of Human Resource Development (MHRD). The performance review will be conducted in the month of October and the funding given to all the universities by the government will depend on their respective performance review.
Earlier this month, a MoU was signed between MHRD, University Grants Commission (UGC) and the central universities of the country, except the Delhi University. The MoU enlists the targets that each party is aiming to achieve in the first quarter and the disbursal of funds for these targets will depend on the performance review of the central universities. Further, signing the MoU was made mandatory by the HRD Ministry.

According to the MoU signed, the ministry had sent out letters to each of the central universities asking them to provide details about the academic accomplishments and progress that each of the university has achieved until now backed up with data such as the percentage of classes held, the percentage of syllabus covered viz-a-viz the schedule, exam statistics, results declared etc. Apart from that, it is mandatory that the university includes information on the number of grievances received during the first quarter of the session (July-September) from the students and the corresponding number of those resolved till date.

Former Chairman of AICTE, Mr. SS Mantha has lauded the efforts of the MHRD with respect to introducing the concept of performance review. He added that complaints and problems should be addressed by appropriate bodies, however, the MHRD should refrain from getting into such activities on a daily basis.
