SC Upholds Autonomy Status of JBIMS, Fresh Allotment List Released

After a long dispute about the admission process conducted at Mumbai’s Jamnalal Balaji Institute of Management Studies, the Supreme Court has backed the Bombay High Court’s decision to rework the admission process, taking into consideration the autonomous nature of the institute.

The Jamnalal Bajaj Institute of Management Studies has been converted into an autonomous Institute after the Supreme Court restated the previous order passed by the Bombay High Court. JBIMS will be an autonomous institute for the year 2019-20, which means that the admission process will start again.

The Maharashtra Common Entrance Test (CET) Cell has released a new seat allotment list for the institute. The cell announced that the first seat allotment list that had been released on 17th July 2019, will not be considered valid since the passing of the order.

The order had been passed by the Supreme Court bench of Justices, Sanjiv Khanna and Indu Malhotra. The order has directed the Directorate of Technical Education and the state CET cell to conduct the admission process as per the merit list that has been published by the CET cell. They have asked the authorities to consider JBIMS as an autonomous department of Mumbai University. Furthermore, they have been directed to complete the admission within a span of two weeks.

On Tuesday, 3rd September 2019, state CET cell has released a new merit list as per the directions mentioned in the order passed by the Supreme Court. In a circular released by the cell, the first round of the Common Admission Process (CAP) allotted seats that had been assigned to the institute were now invalid.

The entire issue rose when 9 students from the state had approached the Bombay High Court to raise the issue of the Cell considering JBIMS as a Home Institute instead of an autonomous institute. This meant that 70% of the seats in the institute were reserved to the students from Mumbai University while the rest went to the students of the state and outside. JBIMS is an autonomous institute and the students had demanded that the admission to the programmes in the institute carry forward to the admissions as well. As per the guidelines of UGC, the institute will reserve 85% of the seats to the students from the state.

Following this, the Bombay High Court had directed the state to modify the admission process of MBA and MMS courses at the institute, treating JBIMS as an autonomous institute. This led to 39 students who had been admitted to JBIMS under the previous admission criterion, to file a plea in the Supreme Court. They stated that modification in the admission at JBIMS meant that they will lose their seats at the institute.

However, the Supreme Court has backed the order that had been passed by the Bombay High Court. Which means the admissions to JBIMS MBA and MMS programmes will be reworked and redone. This will make Jamnalal Balaji Institute of Management Studies an autonomous institute.
