Telangana State Universities in a Fix Over HEFA Funding
MHRD has constituted a special committee Higher Education Financing Agency for passing loans for capital expenditure projects to central institutions and universities.
Due to the recently constituted Higher Education Financing Agency (HEFA), all the state universities are in a fix again. The HEFA will only pass loans for research, development of infrastructure and capital expenditure projects only from central institutions and universities.
As per the sources, state universities across the country are facing an acute shortage of funds for starting any new research projects. All the state universities want to conduct more research projects so that they are at par with NITs and other central universities of the country.

However, there has been a decrease in funds from both central and state following which MHRD has established the Higher Education Empowerment Regulation Agency. Meanwhile, a new committee has also been proposed to combine AICTE and UGC. This will avoid the confusion and the regulation of Higher Educational Institutions by multiple agencies.
After several differences, it was decided by MHRD that the funds in the form of loans for capital expenditure projects will be done by HEFA.

One of the senior officials at TSCHE informed that only three institutions each from Andhra Pradesh and Telangana state will be able to avail funding from HEFA. These institutes include NIT Warangal, IISER, IIIT-Hyderabad, IIT Hyderabad and IIT Tirupati.
