UGC NET mandatory for Guest Lecturers?
The increasing allegations on the quality of education being conveyed in self-financed universities have led to the Kerala State Government amend the UGC act to make UGC NET mandatory for guest lecturers.
The Kerala state government is likely to take a step that will make UGC NET mandatory for appointments as guest lecturers. The step is to simply adhere to the directions of UGC norms for appointing teaching and non-teaching staffs in self-financed colleges and Universities.
The decision came amidst the allegations on the quality and qualification of teachers teaching at colleges. Many allegations were raised that teachers with no proper qualifications are teaching in colleges thus, answer sheets are getting affected.
The university act will be amended to include self-financing colleges under the mandatory UGC NET framework of guest lecturers. The amended university act is likely to come into effect from the next academic year.
K.T. Jaleel, the higher education minister of the state of Kerala said that after the act comes into effect, the guest lecturers will be given enough time to complete their UGC NET eligibility and after that, they will be slotted into different universities to conduct their teachings. The act will also apply to self-financed or private universities.
For over 20 years, the state of Kerala did not have any act or legal framework to evaluate the teachings and quality of self-financed colleges. With this act, it is expected that the self-financed colleges will also come under thorough academic evaluation by the state government.
Jaleel also added that the act will also set up a rigid framework on service, eligibility, remuneration and leave of teaching and non-teaching staffs.

There are other provisions in Kerala that are under the process. One of them is the direction of adding ‘Govt.” prefix to the name of the colleges that are aided by the state government. The Kerala government will also reflect on the UGC act amendment after the basic draft gets ready.
