Currently, there is no provision in the Indian laws that allows foreign educational providers to set up campuses in India. However, recognizing the advantages of dual degree courses provided by such education providers, the UGC is attempting to set some regulations.

With the aim to promote and maintain the Standards of Academic Collaboration between Indian and prominent Foreign Educational Institutions, UGC is trying to prepare grounds for global education.

UGC Regulations 2016 will be redefined to lay down the modalities regarding collaboration schemes and eligibility criteria for overseas educational institutes that want to tie up with their Indian counterparts.

According to the 2016 regulations, a student graduating from an Indian Educational Institution having ties with a Foreign Educational Institution will be awarded the degree by the Indian Educational Institution only. The Foreign Educational Institution will not award the degree to the student and no Joint degree will be permitted.

The degree awarded to the student may specify that it is being given in collaboration with the associated Foreign Educational Institution. This rule has been set to clarify that the degree awarding authority is solely the Indian Educational Institution.

Regulations for Entry and Operation of Foreign Universities or any of the Institutions imparting Technical Education have been issued by AICTE. The norms are expected to enhance the collaboration initiatives between Indian and Foreign Universities and institutes providing technical education, training and research, said Dr. Mahendra Nath Pandey, Minister of State (HRD).
