UGC Regulations 2018: NET Not Mandatory for Ph.D. Candidates

The University Grants Commission (UGC) has drafted new regulations for the appointment of assistant professors and professors in universities. According to ‘Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities/ Colleges and Measures for the Maintenance of Standards in Higher Education 2018’ following are the new norms: -

  • As per the new regulations, qualifying National Eligibility Test (NET)is enough for the appointment of an assistant professor, as well as, equivalent positions.
  • On the other hand, a Ph.D. degree is must for the promotion or appointment for the post of professors.
  • Similarly, a Ph.D. degree is mandatory for the promotion and appointment for the post of associate professors.
  • Through new regulation for the appointment of teachers, UGC specified that Ph.D. candidate from an institution or university that featured in the list of top 500 in World University Rankings, Times Higher Education (THE) rankings, Quacquarelli Symonds (QS) rankings and Academic Ranking of World Universities (ARWU) are eligible for the appointment of assistant professor.
  • The new regulations also stated that Ph.D. candidates who have registered prior to July 11, 2009, will be subjected to previous norms. These candidates need not appear for NET and are eligible for the direct recruitment.

Ph.D. candidates who have registered prior to July 11, 2009, must satisfy the following eligibility criterion prescribed by UGC: -

  • Candidates must have completed their Ph.D. degree from a recognised university in regular mode. Distance candidates are not eligible for the appointment.
  • The thesis of the respective candidate must be evaluated at least by two examiners.
  • The candidates must have participated in open Ph.D. viva-voice.
  • These candidates must have published at least two research papers as a part of their Ph.D. course. Among the two research papers, one must be featured/ referred in a journal.
  • The candidates must have made at least two paper presentations/ presentations based on their Ph.D. topic/ work.

The UGC is seeking feedback from general public and stakeholders on the new draft regulation. February 28, 2018, is the last date to submit the feedback. The draft regulation can be viewed on the official website of UGC.
