Orel State University is one of Russia's well-known government medical universities, established in 1931 as Oryol State Pedagogical Institute (OSPI). In 1994, OSPI received the status of Pedagogical University and after two years, it was transformed into Orel State Technical University. It was only in 2016, when the institution was renamed Orel State University after I.S. Turgenev, which is the first flagship in Russia. Orel State University is Russia's top medical college and the only multidisciplinary centre known for producing top specialists in the fields of natural sciences, humanities, engineering, medicine and pedagogy. Today, the university is a member of the Association of the Classical Universities of Russia.

The Orel State University offers an MBBS course which is accredited by both WHO and NMC. The MBBS course taught at Orel State University is regarded as one of the best in Russia.
