Application to a college is independent of taking exams for admission and you should treat them like two separate activities. Application to B.Tech college is a separate activity vs admission to B.Tech course, which will be basis any of the engineering entrance exams like JEE, KCET, WBJEE, GUJCET etc. depending on which state you have your domicile in.
Application to B.Tech colleges will begin shortly after JEE Mains session 2 is over (May onwards) and B.Tech entrance exams have already started.
