Jammu and Kashmir administration has made domicile status certificate eligibility criteria for admission to educational institutions in the union territory. According to the circular, the requirement of a Permanent Resident Certificate wherever applicable for admission into colleges/ education institutes will be replaced with a domicile certificate.
The administration also advised all administrative secretaries to immediately effect corresponding changes in statutes or rules. Some of the senior officials of the state are of the view that people having state subjects of J&K should be considered as domicile and the same should be considered for admissions. People should not be forced to stand in the queues in the time of Pandemic to obtain new domicile certificates.
Also, this will be an injustice for the residents and can leade to chaos. The government should make use of technology to find out the existing residents who already have the State Subjects and the same should be considered as a domicile for admissions to educational institutes in Jammu and Kashmir.
As of now, all the educational institutes in J&K have been shut due to the outbreak of Coronavirus and all the exam dates have been postponed. Most likely, all the educational institutes will open in August and the new academic session will start in August- September.
