Students with Learning Disabilities Face Difficulty in Submitting DU Applications 2018

Students with learning disabilities are facing difficulty to register for DU Admissions 2018 . It is mandatory for these candidates to submit the disability certificate along with the application form. The hospital listed by the Delhi University’s admission authority has stopped issuing disability certificate due to revised rules.

According to the rules of Delhi Government, Institute of Human Behaviour and Allied Sciences (IHBAS) has the authority to issue disability certificates. Since new rules are framed under Right to Disabilities Act, 2016 that were notified in January 2018, IHBAS has lost the authority to issue such certificates.

Parents of students with learning disabilities have been trying hard to obtain the disability certificate. They were of the opinion that CBSE Class 12 admit card and Class 10 mark sheet is enough as a proof of evidence justifying the learning disability. When DU application process for UG courses commenced, the varsity directed the students to submit a separate certificate issued by IHBAS.

Director of IHBAS, Dr. Nimesh Desai justified that a psychiatrist has no role in certifying dyslexia - a learning disability. A medical board comprising of child psychologists and paediatricians are empowered to issue such certificates. As per the new rules under Right to Disabilities Act, this specific provision has been included earlier this year. Therefore, IHBAS does not have the authority to issue disability certificate for students with learning disability, clarified Dr. Desai.

On the other hand, general hospitals are also not ready to issue disability certificate to children not residing in their zones.

The University of Delhi and government of Delhi is yet to take a call on it.
