Telangana and AP State Universities Fail to Meet UGC Deadline for Faculty Recruitment Process

25 State Universities from Telangana and Andhra Pradesh had been directed to fill in the faculty vacancies in June 2019. However, six months later, the vacant posts are yet to be filled, with interviews and final selection still pending in both states. UGC outlined a 6-month deadline for the same.

AP and TS Faculty Recruitment Notice

In June 2019, the University Grants Commission (UGC) had sent out a directive to the Universities in Telangana and Andhra Pradesh , with respect to the recruitment of teachers for 2,170 positions that are vacant at the varsities. As per the UGC directive, the universities were given a deadline of 6 months, from the issue of the notice.

A total of 25 universities had received the directive from the Commission regarding the recruitment for filling up the vacant faculty positions in both Telangana and Andhra Pradesh. While speaking with media, the Andhra Pradesh State Council for Higher Education (APSCHE) and Telangana State Council for Higher Education (TSCHE), declared that orders for the same had been sent out.

The approval for the recruitment process in 11 universities in Telangana and 14 universities in Andhra Pradesh had been given out. The recruitment for a total of 1,061 faculty positions in Telangana Universities had been approved, meanwhile, AP Government conducted a common entrance test for the recruitment of 1,109 positions for faculty in the state universities.

According to the UGC directive, the universities had been directed to identify the vacant faculty posts, with the details for the same, uploaded on the National Higher Education Resource Centre (NHERC) by 20th June 2019.

Additionally, varsities were required to send in the required files to the respective competent State Government authorities, so that the governments can approve the recruitment process within 30 days.

The UGC directive added that in the case of no response from the respective state government, the varsities were to assume approval for the faculty recruitment process and continue with the same, without delay.

After the approval of the recruitment process, the UGC directed the universities to notify the recruitment process within 15 days of the approval, with selection committees formed for the purpose as well. The varsities were also required to establish the dates for the committee meetings.

Senior Officials from the TSCHE stated that all the processes, as per the schedule provided by UGC, should have been completed by the middle of August 2019. However, the processes for the same have not been completed.

The recruitment process in Andhra Pradesh had begun with the common entrance test conducted for the purpose of shortlisting the candidates. Sources from Acharya Nagarjuna University have announced that the shortlisting process has been completed. The Universities should have sent the call letters to the selected candidates by now. However, sources from the TSCHE have stated the interviews in the AP state universities are yet to be conducted.

As per the directive forwarded by UGC, universities were ordered to have uploaded the list of shortlisted candidates on the website portals of the respective Universities as well as on the NHERC portal. Moreover, the UGC directive mandated that the varsities should have completed the selection process, including the interviews and final selection within the 6-month timeline outlined by UGC.

The UGC directive also mandated that the varsities will be required to follow the eligibility criteria and the minimum standards for the faculty recruitment process. Further adding to the directive, UGC also declared that strict actions will be taken against erring Universities who do not adhere to the rules and regulations outlined by the Commission. It stated that the erring universities will be punished by suspending all government grants.
