UGC Asks for Feedback on Draft Amendments to ODL and Online Programme Regulations

UGC Invites Suggestions on Proposed Amendments to ODL & Online Programs Regulations

UGC has invited feedback from stakeholders on its draft amendments to regulations for open distance learning (ODL) and online programs for the purpose of promoting ODL and online education. Stakeholders have until March 15 to present comments or feedback. With UGC's amendments, the NAAC and NIRF (National Institutional Ranking Framework) ranking requirements are now valid for the next three academic years. Prior to this, it applied only to 2020-21.

As far as the NAAC and NIRF Ranking requirements are concerned, there shall be no change for the next three academic years, which shall be 2021-2022, 2022-2023, 2023-2024. The UGC amendment draft recommends that this amendment be reviewed by the UGC Commission for the academic session 2024-2025 (beginning July 2024) and beyond.

To promote and review the ODL and online educational regulatory framework, UGC has constituted an expert committee to ensure quality while simplifying the recognition system and processes, keeping in view the National Education Policy (NEP) 2020 recommendation for 50% Gross Enrollment Ratio (GER) by 2035, the UGC noted in official notification.

As of the 555th meeting of the Commission held on February 12, the report of the committee has been accepted. On the Commission's website - deb.ugc.ac.in - stakeholders can check draft amendments.

Until March 15, stakeholders need to provide feedback through deb.ugc.ac.in. During the consultation process, the Commission aims to ensure a participatory and comprehensive approach to simplify the ODL and online regulatory framework while ensuring quality and ease of providing educational online services in the country.

Meanwhile, The National Assessment and Accreditation Council (NAAC) has appointed a former vice-chairman of the University Grants Commission (UGC) Bhushan Patwardhan as its chairman.
