Prof. Archana Shukla, the Director of the Indian Institute of Management, Lucknow (IIM-L), provided insights on how one of the top management schools in India played its part in the capacity-building of ministers and bureaucrats of the Uttar Pradesh government. She was talking at an event held at an all-girls' degree college.
The said programme was held in September 2019 at the IIM-L campus. In the programme, a specially-prepared course module was taught to the ministers and bureaucrats of the Yogi government. The programme not only focused on teaching but also prompted the active participation of attendees by making them generate ideas.

Prof. Shukla shared with the audience how at a dinner hosted by the UP Chief Minister, Yogi Adityanath, she took the help of a woman bureaucrat to reach out to the chief secretary and through him to the CM. She added that in her conversation with the CM, she told him that in order to help the BJP-led central government achieve the $5 trillion economy target by 2024, UP had to be one of the major contributors, targetting a contribution of as much as $1 trillion. The capacity building of UP ministers, she said, was essential for the state to achieve this target, to which the CM agreed and invited her for a meeting.
The insights shared by Prof Shukla on how the whole programme was decided and set up were quite interesting. She continued by telling the audience that, in her meeting with the UP CM, he asked her to design a one-day course module on governance for his ministers. The concerns of Prof Shukla that a one-day course would be more of a tokenism were accepted by a CM and he agreed to her suggestion of a three-day programme.

One other suggestion that Prof Shukla made was to include the policy-implementers in the programme as well to increase its effectiveness and it was decided to include bureaucrats such as additional chief secretaries, principal secretaries and secretaries as well in the programme.
Finally, Prof. Shukla raised a concern that the presence of individual vehicles at the IIM-L campus of such a high number of dignitaries would be a security concern citing lack of experience and availability of adequate security cover in the campus. To which, the CM asked for three buses to be arranged for taking the CM, ministers as well as the bureaucrats to the IIM-L classroom.
