A panel constituted by Governor of Uttar Pradesh, Shri. Ram Naik recommended that the tenure of vice-chancellors in universities across the state should be five years instead of three years. Governor of the state constituted the panel on July 17, 2017, to improve the quality of higher education in the state. The committee was also assigned the responsibility of suggesting the amendments to State Universities Act (1973). The committee submitted its initial report on July 31, 2017, to the Governor of the state. The committee comprises of five members and is headed by Legal Advisor to Governor of Uttar Pradesh, Mr. S. S. Upadhyay.

So far, the panel conducted eight meetings with Voce Chancellors of various universities, educationists and renowned personalities in the field of higher education. According to the report submitted by the committee, the Chancellor of the varsity can give an extension of two years if he is satisfied with the working of the Vice Chancellor.
The panel has also recommended that the colleges which are seeking affiliation from the universities must be inspected by a three-member committee including a senior government official, professor of concerned universities and sub-divisional magistrate. After the inspection, the three-member panel must submit a report along with the videos of the facilities available in that particular college. The entire process will ensure transparency in the affiliation process.

Similarly, if the varsities fail to take a decision regarding the affiliation of colleges within a stipulated period, the matter will be directly forwarded to the Chancellor’s office for the final decision.
The committee also suggested that the teachers can avail leave without pay for ten years. Currently, this particular norm is applicable only for five years.
Regarding the fee structure, the varsities can send the proposal to state government. If the state government fails to reply or take a decision within 30 days, the proposed fee structure will be deemed as approved.
The committee will start the second round of discussions on the above-mentioned issues from August 19, 2017.
