Dear student,
Since you are doing a Diploma, you are eligible for Lateral Entry i.e., direct admission to 2nd year of Civil Engineering. You can of course, join from the 1st year as well. To join in the 1st year B. Tech Civil Engineering course, you will need to appear for an engineering entrance exam conducted nationally, at a state level or at an institute level. National level exams include - JEE etc. Karnataka conducts KCET at the state level and Tamil Nadu conducts TANCET. Besides this, various good institutes like VIT etc conduct their own entrance exams like VITEEE. You will need to fill up the forms (the forms will be out from January 2017) for these exams and basis your score, you can take admission.
As far as Lateral Entry is concerned, most colleges have provision for Lateral Entry. You will need to shortlist colleges as per your requirements and then apply.
