Candidates who have already registered for the Phase 1 counselling are exempted from fresh registration, and these candidates can directly fill OAMDC web options 2023 from September 4 onwards. Almost 60% of degree seats remained vacant after the first phase counselling.

The following candidates are eligible to participate in AP OAMDC second phase counselling 2023 –- Candidates who did not participate in Round 1 counselling and are willing to participate in the second phase
- Candidates who did not get admission in the first phase
- Candidates did not exercise web options in the first phase
- Candidates who secured a seat in the first phase and are aspiring for a better seat in the second phase
- Candidates who completed reporting process in the first phase and looking for better seat allotment in the final phase
