The HRD Ministry headed by Prakash Javadekar agreed to the appointment of the Board of Governors (BoG) at all the IIMs. Former HRD Minister Smriti Irani rejected the proposal recommended by IIM Ahmedabad for the Chairperson’s post.

According to the previous version of the Bill which was finalised by Smriti Irani, the Chairperson had to be appointed by the President of India in consultation with Board of Governors. This decision taken by the former HRD Ministry led to differences between PMO and Ministry. The PMO had virtually blocked Cabinet approval for the Bill.

The ministry agreed to increase the number of alumni on Board of Governors of every IIM from three to five. The ministry has retained the provision which makes HRD Minister as the head of the Coordinating Forum of IIM.
According to the sources, the PMO is learnt to have accepted the Ministry’s reason for not diluting the clauses which appoint Minister as the head of the Coordinating Forum. The President is also empowered to review the work of any IIM.
