The UGC i.e. University Grants Commission has asked the central universities to encourage their students to register for the National Digital Library. The NDL is being updated as an initiative under education section of Human Resources Department. The digital library will comprise of reading material in more than 70 languages. A total number of 13 lakh reading materials and 40 categories will be available for students who belong to primary level as well as for students who belong to PG level. The digital library’s portal is handled by Indian Institute of Technology, Kharagpur.

Jaspal S Sandhu who is the UGC secretary, in his letter, said that this library is being set up under National Mission on Education through Information and Communication Technology (NMEICT) and its full responsibility is given to IIT, Kharagpur.
This national library is being set up with an aim to provide students with a single, only one window with all the information. The technology institute in charge will have to check and inspect all the current data available so they can come up with solutions as to how to make it more useful for students. The National Digital Library will consist of data from all the different institutes and also the data that comes under IDR which is Institutional Digital Repositories.
