NEET-UG 2017: Maharashtra Parents Approach SC against Change in Domicile Rules

A section of medical aspirants and their parents from Maharashtra filed a petition in the Supreme Court against the domicile rules of the state government for medical admissions. Parents claimed that the state government had released the norms for non-domicile students. One student out of every two students applying for dental and medical seats are not from Maharashtra, they said. The domicile rules of the state government are declining the chances of medical aspirants of the state to securie admissions in MBBS and BDS programmes.

According to the data of Directorate of Medical Education & Research, a total number of 48,977 students cleared Class 12 examinations from Maharashtra. Further, the number of students registering for medical admissions in the state was also high. However, a parent argued that many students from other states come to Mumbai to prepare for the medical entrance examination and appear for Class 12 exams in Maharashtra. Among them, most of the students complete their Class 10 from their respective states. In the opinion of parents, these students must not be given the advantage of securing medical admissions in Maharashtra.

On July 7, 2017, the High Court of Bombay relaxed the domicile norms with regard to medical admissions. Earlier, pursuing Class 10 in Maharashtra was compulsory for the medical aspirants to seek admission in MBBS/ BDS courses in the state. However, the HC withdrew this particular rule and clarified that students who clear Class 12 from Maharashtra are eligible to seek admission in medical courses in the state.

Another parent pointed that the Supreme Court of India directed all the HCs not to entertain any cases regarding the medical admissions. However, the HC of Bombay revised the domicile rules violating the order of SC.

Supreme Court of India will take up the matter for hearing this week. DMER Maharashtra is expected to release the first seat allotment list on July 25, 2017.
