The State Government of Orissa adapts a new measure to improve the state of higher education. On Wednesday, 20th February 2019, the Government decided to offer thirty academic consultants to hold the office of profit under the State Government by forming an academic council. The major motto of the Council will be to look after the implementation of various aspects of equity and excellence in Government programmes such as digitisation of higher education institutions, running the research incentivisation schemes, new curriculum, strengthening of and mentoring of a new centre of excellence in the university. The selection of the consultants are to be done by a properly constituted committee. These academic consultants are required to be Associate Professors or of above rank and will be subject or domain experts.
The mandate of RUSA led to the creation of The Higher Education Council (OSHEC). It is also based on the policies laid down by the National Policy of Education. The OSHEC has been constantly focussing on the improvement and implementation of quality education in the different colleges and universities of the State. According to the Orissa State Higher Education Council Act (2017), The Minister of Higher Education is the Chairman and former Vice - Chancellor of Utkal University , Prof Asoka Kumar Das is the Vice - Chairperson of the Council.

The Government has also nominated another thirteen eminent members belonging to different fields who will act as advisors to the Council and will help it to adapt several way-outs for adapting and implementation of various aspects of equity and excellence programmes by the Government. The nominated members are - Vice Chancellors of Utkal University, Brahmapur University, Sambalpur University , Fakir Mohan College (autonomous), Prananath College (autonomous), Director of Institute of Life Sciences, Dr Kishore Kumar (former Professor of Anthropology), Prof. B.C Choudhury (former Scientist -Wildlife Institute of India),Ramesh Mahapatra (CMD, Magnum Group Of Companies), Dr AB Ota ( Director, SCSTRTI), Dr Subasini Pattnaik (former Professor of Zoology, Brahmapur University), Dibakar Swain (former General Manager, Paradeep Phosphates Limited) and Dr, Roshanara Begum (former Director, Vocational Education).

The pivotal motto behind the formation of the Council is to coordinate and maintain standards of education in the state. It also focuses on the promotion of higher education and research at the +3 and postgraduate levels. These measures will further promote the autonomy of educational institutions in the state. The holistic growth of research and higher education in the competitive global environment can be attained with the adaptation of such measures. The formation of the council is a futuristic leap taken by the State Government of Orissa and it might definitely help to improve the educational infrastructure of the State.
