St.Stephen's: Consumer Panel Rejects Student's Demand for Refund of Fee

A district consumer forum of Delhi has dismissed his plea against the prestigious St Stephen’s College for the refund of his tuition fee.

To the dismay of a student of St. Stephen College , Delhi, a district consumer forum of Delhi has dismissed his plea against prestigious St Stephen’s College for the refund of his tuition fee on the grounds of deficient service asserting that colleges are not service providers.

Ranbir Kumar, a resident of Paschim Vihar in New Delhi who filed the complaint were rejected by the district forum. Kumar claimed that he was not provided with Identity Card, Library Facilities, Students Pass even after he had paid the fees of INR 6, 235 for a one-year certificate course in German Langauge in 2008.

As per Kumar’s complaint, he claimed that he had joined the course on August 6, 2008, and paid the designated fee for a one-year certificate course in the German language. Since the college did not issue his ID card and bus pass, he faced lots of problems leading to mental harassment and depression.

Kumar further alleged that he failed to get the certificate or diploma from Delhi University due to poor service as well as unfair trade practices. While clarifying its stance, the college denied the allegations of Kumar and said that he was initially only asked to write an assessment test in German to which he refused.

The college further said that he was admitted for part-time diploma course in a foreign language. There existed no provision of issuing identity cards to students admitted to part-time programmes. As regards library facilities, it further said that library facility was not enabled as the St. Stephen college library does not have foreign language books.
