Yes, the annual fee to be paid by engineering students admitted through COMEDK in 2023 does include the "Other fees" of Rs. 20,000 charged during the counseling year. You will have to pay the total fee including Tuition fees + Other fees one time. The maximum limit of annual tuition fees as agreed upon between the State Government and the Association of Colleges, is Rs. 2,44,372/- or Rs. 1,73,936/- per year, whichever is opted by the respective institutes.

Also, note that some participating colleges may have an additional fee for special skill lab facilities and other facilities provided, which may range Rs. 10,000 to 20,000. Check the official website to know about the latest fee details for 2024-25 session.
