Yes August 15, 2017 is a holiday. Aug 7th, (Raksha Bandhan) is a gazetted holiday; so you will need to check with your institute of they are open.

August 15, 2017 is a National Holiday. Raksha Bandhan is on August 7, 2017 & s a Gazetted Holiday, so you need to check with your college office, is you have an off on that day or not.
