If you have a backlog in the fourth semester and scored 29 on the AP PGCET exam but did not meet the minimum qualifying criteria, you are eligible for counselling and admission based on several factors. You stated that you did not qualify with 29 marks, which could imply that you did not meet the minimum qualifying criteria, which is typically set at 25% of the total marks in the exam. Furthermore, if you fall into a reserved category, the eligibility requirements may differ. Check to see if you qualify for any relaxations.

Having a backlog may affect your eligibility, especially if the institution has specific requirements for backlog clearance prior to admission. Make sure you've completed all of your backlogs in accordance with the university's guidelines. In general, backlog issues should be resolved prior to final admission.
